Iterative delivery accelerates Medicare Claims modernization
Turning overwhelming technical efforts into manageable, mission-aligned progress through iterative delivery.

Challenge
Modernizing large federal systems is rarely just a technology problem. For the Centers for Medicare & Medicaid Services (CMS), the challenge was modernizing critical claims-processing capabilities while maintaining the reliability of systems that millions of Americans depend on.
CMS needed a modernization path that could support evolving program needs and enable continuous innovation without disrupting existing operations. The agency needed an approach that could deliver meaningful progress quickly while allowing the modernization strategy to evolve as new needs emerged.
At the same time, the effort required coordinating and integrating with a complex ecosystem of downstream systems that rely on Medicare claims data. Any modernization work had to preserve continuity for these systems while enabling CMS to move toward a cloud-based architecture.
CMS needed a practical path forward, one that could demonstrate real progress quickly while laying the groundwork for long-term transformation.
Approach
Flexion partnered with CMS to pursue a product-focused modernization strategy centered on rapid delivery of working software and continuous iteration.
Rather than attempting a large, multi-year redesign before delivering value, the team focused on identifying the most critical capabilities and delivering them quickly. Each iteration produced real, functioning software that could be validated with stakeholders and refined based on what mattered most next.
A central component of this effort was enabling end-to-end claims processing in a modern cloud environment. Achieving this required coordinating and completing numerous complex integrations across systems that consume and process Medicare claims data.
The team worked closely with CMS stakeholders and partner teams to:
- Deliver working claims-processing capabilities in the cloud in short, iterative cycles
- Facilitate and implement integrations across the broader claims ecosystem
- Maintain compatibility with existing downstream systems to minimize disruption
- Continuously prioritize the next most valuable capability to deliver
By focusing on incremental progress and real operational outcomes, the team was able to demonstrate tangible modernization progress early while steadily expanding the system’s capabilities.
Outcomes
This approach enabled CMS to establish a cloud-based claims processing capability while minimizing operational disruption across the broader Medicare ecosystem.
In a relatively short timeframe, the effort delivered working end-to-end claims processing supported by numerous integrations with existing systems. These integrations ensured that the new capabilities could operate alongside legacy infrastructure while maintaining continuity for providers, beneficiaries, and downstream consumers of Medicare claims data.
Just as importantly, the work created a practical path for ongoing modernization. CMS now has a cloud-based claims processing system that can be iterated on and expanded over time, enabling the agency to adapt more quickly as requirements and priorities evolve.
