From facilitator-led workshops to data-driven platform

Overview
Planning Communities partnered with Flexion to transform Action to Zero, a facilitation-based climate planning board game, into a scalable digital product. Over the course of a five-month engagement, Flexion translated the in-person experience into a guided, interactive platform that enables organizations to collaboratively build climate action plans in a single session. The resulting digital platform is not only client-ready but also establishes the foundation for a more robust, data-informed platform that can support climate planning, tracking, and engagement at scale.
The challenge
Action to Zero is a thoughtful and effective tool for facilitating climate conversations, but its impact has been constrained by its format. The experience relied heavily on in-person facilitation, making it difficult to scale across organizations and geographies. Outputs from sessions were not easily captured or tracked over time, making it difficult to scale this highly manual, workshop-based approach. At the same time, there was no underlying data structure to support insights, benchmarking, or measurable progress.
Planning Communities needed a way to digitize the experience without losing its collaborative and strategic nature. The goal was to create a repeatable, guided workflow that could move users from discussion to action and ultimately to a documented climate plan, while also laying the groundwork for a more sophisticated platform in the future.
The approach
Flexion worked closely with the Planning Communities team to reimagine the board game as a digital product while preserving its core mechanics. The team translated the physical experience into an intuitive, step-by-step workflow that guides users through prioritization, decision-making, and planning. Strategic elements such as token-based prioritization and action sorting were carefully adapted into interactive digital components, ensuring the experience remained engaging and collaborative.
At the same time, Flexion embedded guidance directly into the interface to support both facilitated and self-guided use. Instructions, feedback cues, and a clear progression model help users move through the experience with less dependence on facilitators, increasing scalability and accessibility.
A key part of the approach was establishing a structured data foundation. Action card content and user inputs were organized in a way that enables filtering based on organizational characteristics and sets the stage for future capabilities such as tailored recommendations, KPI tracking, and benchmarking. This foundation also creates opportunities to integrate external data sources (e.g., GIS/ESRI), allowing users to understand current local conditions, such as solar potential or infrastructure gaps, and track progress toward climate goals over time. In parallel, Flexion implemented the core platform infrastructure, including user accounts, session persistence, and administrative tools to support content and user management.

Solution
The initial production release delivers a complete, end-to-end planning experience that mirrors and enhances the original board game. Users can log in, define organizational priorities, evaluate and sort action cards, place selected actions onto a timeline, and generate a structured summary of their climate action plan. The interface supports intuitive interactions such as drag-and-drop placement and dynamic filtering, making the process both efficient and engaging.



The platform also introduces a lightweight data layer that grounds the experience in real, actionable content. Users can filter actions based on organization type and attributes, ensuring relevance while reinforcing the product’s practical value. The summary output, which can be exported as a PDF, provides a tangible artifact that organizations can use for reporting, planning, or certification purposes.

In addition to the core workflow, Flexion developed administrative capabilities that allow Planning Communities to manage users, sessions, and content. Features such as the Game Manager, registration code system, and action card management interface provide the operational backbone needed to support early users and scaling.
The impact
The result is a digital platform that enables organizations to move from climate priorities to a documented action plan in a single, guided session. By reducing reliance on facilitation and introducing a structured workflow, the product significantly expands its potential reach and usability. Organizations can now engage with Action to Zero more flexibly, revisit their plans over time, and begin to track progress in a more meaningful way.
Just as importantly, the initial production release establishes a strong foundation for future growth. The introduction of structured data, persistent user sessions, and administrative controls positions the platform to evolve into a more comprehensive system capable of supporting collaboration, analytics, and long-term impact tracking.
Looking ahead
With the initial production release in place, Action to Zero is well positioned to evolve beyond a facilitation tool into a full-featured climate planning platform. Future phases could introduce more advanced data capabilities, including dashboards that track emissions reduction, cost savings, and equity impact. Multi-user collaboration would allow organizations to align stakeholders and make decisions collectively, while deeper integrations with GIS and other data sources could bring greater context into the planning process.
There is also an opportunity to expand the platform’s reach through features such as an e-commerce layer, sector-specific versions, and enhanced reporting aligned with certification frameworks like B Corp. Together, these enhancements would enable Action to Zero to move from a guided planning experience to a scalable, data-driven system that supports organizations throughout their climate action journey.
